Utah Department of Health, SLC Syringe Exchange Program Intern Tricia Bishop (triciabishop@utah.gov)

Program Details:

Syringe Exchange Programs (SEPs), also known as syringe services programs (SSPs are community-based programs that provide access to sterile needles and syringes free of charge. The programs also facilitate safe disposal of used needles and syringes. SEPs are an effective component of a comprehensive, integrated approach to HIV and hepatitis C prevention, overdose prevention and substance abuse recovery among people who inject drugs.

The Utah Department of Health (UDOH) is the overseeing body of the Utah Syringe Exchange Program. UDOH provides technical assistance, data collection, capacity building and other support to agencies conducting syringe exchange throughout the state.

BACKGROUND

Syringe exchange programs have been shown to reduce the transmission of communicable diseases such as Hepatitis C virus (HCV), HIV, and other bacterial infections among people who inject drugs through the reduction of needle and equipment sharing. They also offer an opportunity for clients to get tested for HIV and/or HCV, receive overdose information and naloxone and receive referrals and educational materials on their health. Upon a client’s first encounter with syringe exchange, they are given an intake interview to determine risk factors and behaviors. Referrals and educational materials given are documented but client follow up does not occur.

In July 2017, three agencies were funded by UDOH to conduct syringe exchange activities and collect data on the participants and the activities.
